Purpose
Disclose a future ground-side formulation, storage, mixing, quality- control, and loading pathway without proposing early aircraft modification or operational drops.
Operating concept
A qualified airbase concept would receive only an aviation-approved formulation, verify batch properties, transfer through dedicated equipment, preserve traceability, and follow agency-controlled loading and washout procedures.
